Queen Beryl from Sailor Moon.
This was fun to make, but I made her too big so I couldn't really see what I was doing.
I was going to make her mouth open and normal looking, but then I just didn't feel like trying so I just finished off with a line like I do with all the chibis I draw with crazy smiles
